[Systems] channel OPs in #sugar needed

Hi all,

today, we had a case in #sugar where somebody spammed the channel with 
certainly inappropriate words (Jeff, Simon and Tomeu will be able to 
confirm this), while one of Jeff Elkner's students was present.

For these cases, we need an operator around, since #sugar can very well 
be populated with younger students for this kind of language might even 
be more inappropriate.

How can we fix this best?
