[Systems] channel OPs in #sugar needed

think we should do there 3 things:
* write down the channels rules
* write down the various recipes for
  - devoice
  - kick
  - ban
  - ...
* and give more trusted persons the OP-rights in #sugar:
  - tomeu
  - simon
  - ...
