For sharing the same set of passwords with sys admins who should all
have the same access, the only thing I've found that has a sane
architecture is SPD - the Simple Password Displayer
http://spd.sourceforge.net/ - currently being rewritten in Sugar's
favorite programming language, Python :-)

It's sort of like a "visudo" type front end for a simple password text
file encrypted with GnuPG. You can make a simple wrapper script so it
checks out from version control before any edits and checks back in after.
