It is normal on desktop systems. It should not be running on servers:

 chkconfig NetworkManager off
 chkconfig networking on
 vim /etc/sysconfig/network-scripts/ifcfg-eth0


Well, actually there's been a some talking about phasing out the static
networking code, which is redundant, and replacing it with
NetworkManager.

But, given the current feature set of NM, I'm pretty sure it's not yet
possible. It barely supports IPv6.
