I think the sugar devel list and irc should be fine. And once we have the sugarlabs 
tracker up this can be used as well. We have the meeting as another entry point: 
http://wiki.sugarlabs.org/go/DevelopmentTeam/Meetings - I am currently thinking 
about how I can enhance the meeting.

Yeah, this one is hard :/ One way might be to nominate maintainers for parts (e.g 
http://wiki.sugarlabs.org/go/DevelopmentTeam) of the wiki. The maintainers would 
then do cleaning and organizing on a regular basis.
