Sugar mailing list and IRC *should* be sufficient for core developers -- 
unless you're talking about activity developers?  Which is a whole other 
kettle of worms.

These two should be the output of a build process.  The wiki should say 
nothing more than "find the latest stable tarball here; find the nightly 
build tarball here".  Stable builds should be tagged as such when they are 
built.  If the build systems work properly, no manual updating 
should be required -- ever.

Easier said than done, of course.  But any energy put into maintenance of 
wiki pages about "the latest" is energy that could be put into improving 
the quality of build systems.
