Comment:

 I think that was a conscious decision, though we can revisit it.  The
 question to be asking is what type of expectations we set for the user.
 Does it matter that, technically, these actions aren't the same?

 When the control panel was built we chose not to differentiate, since in
 both cases userspace goes away completely, which means that with respect
 to a Sugar "session" the result is the same: unsaved changes are lost,
 activities get closed, collaboration is severed, etc.  Additionally, we
 realized that some actions would require a hard restart and some an X
 restart, and simplified to a single dialog.

 From another angle, restarting X could be seen as an optimization of sorts
 which makes the restart take less time; I think that at one stage
 everything required a true reboot.
