[IAEP] Password expiration

Hello,

I fixed the cron job that checks for password expiration, and it sent a
dozen notices to our very first users.

Our web services passwords expire every 6 months for security reasons.
Trac Gitorious and MediaWiki have their own password databases.  The
wiki can optionally use OpenID.
