[Systems] Ticketing or mailing list

Volume is low.

Mailing list with archives can be substitute for ticketing system; but
requires respondents reply to list when task done.

It is a change to practice.

I'm happy to do so for all my responsibilities.  Others?

Otherwise, a bare repository on GitHub would get us a quick ticketing
system using issues.  Raises the bar to requiring GitHub account though.
