[Systems] SoaS Strawberry release debrief - infrastructure

I looks like we survived that worst of the SoaS release load.  I think
there will be another press release in the morning, but I don't expect
that it will significantly affect the load.

A couple of easy fixed for next release.

More memory for Sunjammer.  It looks like memory took the biggest hit.
Downloads available via torrents.  We now have a partnership with
LegalTorrents to host and Seed Sugar Labs stuff.
Scale up the mirror network.

A bit harder fix would be to adapt Mozilla bounce for Sugar Labs.
Bounce is the automatic download redirect system which handles load
balancing locating the best mirror for a give download.

Bernie, could you look at the memory issues?
Marten, could you look at the mirror issues?
Luke, could you look at the torrent issues?
