That incompatibility is a known problem.  If having GPLv2 (rather than
GPLv3) is important to you, one option is to use GPLv2-or-later on all
your code.  The combination with Apache-licensed works will need to be
as a whole distributed under GPLv3, but if you carefully mark your new
code as GPLv2-or-later, you can also take those parts out and use them
in GPLv2'd works separately.

This isn't a perfect solution, but there is usually no perfect solution
when it comes to license incompatibility.
