My Settings/ Software Update is important to have for both fedora 18 
sugar-desktop and the fedora 18 Sugar on a Stick spin.
At present in sugar 0.98.3 Software Update hangs  and does not start. 
User has to select frame and then exit to get back to My Settings screen 
and then exit.

Why has it been downgraded to a low priority?

Especially as #4321 <http://bugs.sugarlabs.org/ticket/4321> and #4440 
<http://bugs.sugarlabs.org/ticket/4440> were just closed as duplicates 
of this bug.
