[sugar] New ChangeLog rules for actvities and RPMS

In the interest of putting together ChangeLogs for each build there are
a few new rules packages and activity developers should follow when
making releases.
For activities, they should now all include a NEWS file in the activity
folder. This file should contain high level information about each
release which the user and testers would find useful. In other words it
doesn't need to be as detailed as a ChangeLog and only needs to include
major changes and bug fixes.
Example:
3 - 6/5/2007
==
* unclogged the tubes by pulling the big trucks out
2 - 6/4/2007
==
* fixed flickering issue
* added new freak-out mode button
* activity is now mesh aware
- can be shared on the mesh
- uses tubes for sending big trucks over
1 - 6/2/2007
==
* initial release
For RPM ChangeLogs please write similar notes. This is not helpful:
