[IAEP] [SLOBS] Motion To declare a fix date for every year's Sugar Labs Oversight Board election.

I suppose trying to legislate a date is worth trying, but I don't think the
problem has been one of setting the time of the election, but rather
getting candidates for the election. Not sure how this helps.
