[IAEP] [SLOBS] Motion To declare a fix date for every year's Sugar Labs Oversight Board election.

Walter,

Currently in the Sugar Labs Governance [1] terms there is no description of
any of time-line, stages and basic procedures for SLOBs elections. This is
a bug and needs to be corrected.

SLOBs approval is required because the adoption of a fixed date for SLOB's
elections every year does modify our current terms of Governance. So here
is the new motion:

*Motion: To modify Sugar Labs Governance terms so that there is a fixed
date for every year's Sugar Labs Oversight Board election.* Sugar Labs
Oversight Board, elections will take place every second Friday of the 12th
month, every year. Therefore elections for 2017 will take place on December
8, 2017.


Hopefully by adopting this policy, we will have elections every year :D

There is a nice example of time-line and procedures for elections at the
Debian Project Governance model [2].
