Yes, teachers could do that. Right now. Nobody is preventing them from programming. Nobody is "restricting" their choice of programmers.
And indeed, some do. There are many teaching resources out there on the web. And many of them can be accessed using the XO's web browser.
So what exactly are you proposing?
