Iain,

Not naive, just missing a lot of background information.  Laura and
the very real SomosAzucar Team from Peru are struggling to launch a
very real effort in the Puno region of Peru that was the focus of the
recently held SugarCampLima.  They have already achieved some
impressive accomplishments in obtaining the attention and interest of
both local and national educational authorities to conduct a pilot
program designed to address the needs of schools without reliable
Internet connections, the team has made an excellent start on L10n
into Quechua (Cuzco - Colloa) and Aymara and is working hand-in hand
with teachers from the region to develop content and curricular
materials to supplement the existing Peruvian government content with
materials pertaining to the concept of "Digital Citizenship".
Challenges related to generation and maintenance of custom images are
being addressed and methods for the collection of meaningful data on
usage of the XO laptops are being formulated.

The request that Laura posted was discussed at the SLOBs meeting and
unfortunately one of the key remaining challenges is what project
structure can be adopted that will allow for engagement in these
activities under a contract that would commit the team to a 'Service
level Agreement" and allow for the team members performing the
on-the-ground work to be paid for their efforts so that their own
children do not suffer from a parent's loss-of-income as they work to
help the children of Puno.  This is a very real challenge and whether
or not Sugar Labs' organizational status (as a sub-project of the
501(c)3 Software Freedom Conservancy) possesses the flexibility needed
to support this activity is not necessarily a simple matter.

This effort has a great deal of interest and participation from a
number of us the  Sugar Labs community  (the heads of the
Infrastructure team, the Platform team and the Translation team all
attended Sugar Camp) and has received notable financial support from
Sugar Labs (in the form of funding the travel of several people to
participate in Sugar CampLima).  Because of the structure of Sugar
Labs (as an SFC member project) all financial and contractual matters
must pass through the SFC and so the SLOBs are discussing this matter
with the SFC to understand whether or not the activity of the Puno
team fits under the umbrella of the legal and financial structure of
the SFC or whether it will be necessary for another entity to exist
which undertakes the envisioned contracting arrangement.  As is
typically the case, lawyers (like those for the SFC) do not generally
answer "general questions", but require exhaustively detailed
questions (if not actually draft contract language) to offer a useful
opinion, and so the exploration of these questions continue.

As I hope you can see, this effort has moved well beyond the "post a
page on the wiki" point and while it is not clear whether this work
can go forward under the banner to a Sugar Labs Local Lab or whether a
separate legal entity is required to undertake the contracting
arrangements, this important work will go forward and it will continue
to be of great interest to many of us who will continue to support it.

allá del "publicar una página en el wiki" punto y aunque no está claro
si este trabajo puede seguir adelante bajo la bandera de un
laboratorio de Sugar Labs Local o si una entidad legal separada se
requiere para llevar a cabo las modalidades de contratación, este
importante trabajo siga adelante y que seguirá siendo de gran interés
para muchos de nosotros que va a continuar apoyándola.
