Well, one has already been approved. The other has failed to muster
sufficient support for approval, but there are still enough board
members who have not spoken up that it could possibly get approved.

There is a well defined procedure for this and it is in the queue. I
did not see a request to expedite the process. Again, I think blocking
is not an accurate characterization.
