That's a bit unfounded: Canonical submits a large number of patches in
proportion to the number of people under their employ.

I'm sure an argument can be made that often patches made to packages in *
universe* don't always get back to Debian or the orginal vendor, but most of
the time it's due to politics or simply lack of time.
