[IAEP] Understanding .xo versus .tar.bz2

So I'm trying to package an activity for Fedora -- pippy, in this case -- 
and I'm trying to understand the precise differences between a bundled .xo 
file and simply zipped up source files.

In the case of pippy, the only difference seems to be the addition of the
"locale" directory.  Is this true with most activity bundles?

Pardon me if this is an ignorant question with a simple answer.  :)
