[IAEP] wiki translations followup

It turns out that the mediawiki parserfunction {{#ifexist: ...}} does
not work on the production server.

It is probably not worth trying to fix as we are switching to a new
server in a few days.

I will retest then.

After spending much of last weekend figuring out how mw templates work I
thought I was going nuts when my script broke this morning on the
production machine.

mw templates have :

The readability of perl
the elegance of COBOL
the visual appeal of scheme without prettyprint.
