I'm agnostic as to how you choose to organize your code, but please
keep in mind the need to  generate the differential Sugar 0.96 - Dx4
POT file.

In an ideal world, it would be nice to extend the pootle-helper
potgenerator script so it happens nightly and I get notice of changea
in the POT file so I can update languages from templates to let
localizers know tha new strings ar available for translation.

Hosting the diff POT on Sugar Labs Pootle is a non-issue, generating
that POT is something you may want to work to automate to some extent.
