[Dcpr] DCPR activities at the IGF, and proposals for future engagement

Dear all,

First of all, let us share here the link<http://bibliotecadigital.fgv.br/dspace/handle/10438/19402> to the (open access and CC licensed) book on Platform Regulations, which was launched and distributed at the DCPR session yesterday. This was the result of effective and efficient teamwork by all authors, who took great pain to deliver the paper in due course and quickly getting back to us with comments and edits. Thank you!

One of the clear takeaways from the session was that there is a shared interest in continuing the discussion on platform responsibility with a view to offering concrete outputs for the 2018 IGF. We received positive feedback on the book not only by the audience, but also by the UN Special Rapporteur on Freedom of Opinion and Expression David Kaye and several members of the European Parliament, both promising to rely on our input for their future work. This is great news and you will hear soon further information about their initiatives in relation to this. For the moment, please be aware that we are going to submit the book in response to David Kaye’s call for submissions on content regulation in the digital age<http://www.ohchr.org/EN/Issues/FreedomOpinion/Pages/ContentRegulationInTheDigitalAge.aspx>, which is open until tonight.

This morning, the outcome document<https://www.intgovforum.org/multilingual/index.php?q=filedepot_download/5133/768> explaining the concept of the book attracted interest in the main session on Dynamic Coalitions, and some suggestions were made for workshops at the 2018 IGF and possible cross-DC collaboration.


On Monday evening, we also had a productive meeting amongst some DCPR members who were in Geneva, discussing some of our current projects relating to platform responsibilities in order to find possible synergies and options for collective engagement over the next year. At the bottom, you will see some suggestions for projects that we could work together on, structuring ourselves into working groups. If you are interested to join in any of those, please put your name in the list at the link below by 31 December. On the basis of this list, we hope to be able to create one or more working groups amongst a few of us who can commit to devote sometime over the next few months to delivering some concrete outcome, ideally in addition to another set of chapters on platform responsibilities. Be assured that the scope and timeline of working groups will be kept to a very reasonable level, recognizing that we all have a busy schedule, and will be spread over the course of several months. One potential piece of good news for those who are interested is that we might be able to get some funding from sponsors (we are discussing this with interested parties who have suggested it), but almost certainly that will be only for expenses related to project meetings and publications.

Finally, please note that the DCPR mailing list remains open for people to share their work in this area and make further suggestions for future projects- and this input is especially welcome from those who could not make it to the informal meeting on 18/12.

Dear all,

Please note that the annual DCPR session will take place on 19 December at 9:00 in room Room XXII-E of the Palais des Nations (in Geneva). During the session, the authors of the papers featured in the DCPR report (resulting from the Call for Papers) will address the notion of platform responsibility from a range of perspectives.  The edited collection of those papers will be officially launched at our annual meeting and, for the occasion, we’ll have the keynotes by David Kaye and Julia Reda, who authored the book’s prefaces.  Here <https://igf2017.sched.com/event/CTqv> the agenda, while the to link to the electronic version of the publication will be shared on the 19th.

For those who cannot participate, the event is live streamed and recorded for posterity, so you should be able to find it on the IGF’s Youtube channel. In addition, do not forget you can contribute to the discussion by commenting on the DCPR Outcome document, which summarizes the said contributions in light of the ongoing DCPR discussion, and will be presented at the Main Session on Dynamic Coalitions on December 20th.
