#3876: Sugar needs method to force wifi network rescan
------------------------------------------+---------------------------------

At the OLPC Miami office it is often hard for Sugar's network view to see
the desired network to connect to the first time. There are over 200+
wifi networks in the area, and each scan only finds ~20-40.
It would be nice if Sugar had a method to force all connected wireless
devices that support rescanning for networks to rescan from the Network
view. I keep having to run "iwconfig eth0 rescan" as root to update the
list quickly (eth0 because wlan0 is renamed to that in OLPC builds, root
because non-root rescans just show the last cached result).
Note this does have to be a forced rescan method that runs as root at the
Linux level, even if NM takes care of that for us.
Seen in OLPC 13.1.0 os1 & prior.
