I'm happy to decode this for you.

1.  the sugar-toolkit package is Python 2 and GTK 2 only and is no
longer required once all dependent packages are removed,

2.  the Labyrinth activity has been ported to GTK 3 (in 2015), but a
release has not been made, so next action for Sugar Labs is to
stabilise and make a release, which then allows Fedora to package it.
Alternative is for Fedora to drop it.

3.  the Countries activity has been ported to Python 2 and GTK 3 (in
2015), and then to Python 3 (on 18th November), but there are issues
blocking release, so next action for Sugar Labs is to fix those issues
and make a release, which then allows Fedora to package it.
Alternative is for Fedora to drop it.
