Think you answered[1] your own question earlier edit 
/etc/sysconfig/keyboard. To override the firstboot configuration of the
XO based on .mfg-data you need a custom image created with the variables
default_kbd_* set correctly to have the keyboard configured based on
your setting. While olpc-configure runs on boot some firstboot
operations are run then sets some flags too not run again. For testing
make your changes on the XO then delete /.olpc-configured
and /home/olpc/.olpc-configured then reboot, this will simulate what
will happen on first-boot. Other file of interest is /home/olpc/.i18n to
set the locale's language and language order. Have a look at what 
/usr/sbin/olpc-configure does for the XO and ~/.18n itself.
