Yes, like Manuel said:

the old codebase, is frozen now for features, only bug changes are allowed.

So, yes please say a bit more about what the teachers exactly requested. 
What is the scope of that Feature, is it about setting a default page 
for a country, a deployment, a school, or a class, or individually for 
each kid?

Depending on this information we can decide where this possibility 
should go. For example, in your approach, every learner has to set the 
default page once at least which is too fine grained if it is for 
setting the page for all of a country.
