I'd rather:

1) hide the frame icon when there are no bugs to file
2) remove the control panel UI and make all the settings configurable
only by gconf.

This hopefully reduces UI clutter and make it easier to code for us.


(ideally, users should never see the bug report icon, which will happen
when Sugar will be completely bug-free (i.e. never). Until then, all we
can do is providing good feedback).
