Just had a quick look (heading for university soon, will give this and 
the strace log a more thorough look later):

I guess "jim" is the first user? In that case it looks like your primary 
user environment is "leaking" through to the second one. Can you try 
using ssh (with -XY to enabled X forwarding) instead of su?

It's quite possible that in the Sugar version you run this error is 
fatal (it might even be that way in the current version - there's a 
not-yet-approved patch from me waiting to be applied that should fix 
this as well if it's still fatal).
Unfortunately how to grant access to NetworkManager varies from distro 
to distro (and even between different setups). Maybe someone more 
familiar with the Fedora way to do it can help.
Options I've encountered so far:
- add user to group "netdev"
- modify some ConsoleKit configs
- modify some PolicyKit configs
