I imagine each developer would know already what was applied more as an 
example or a fallback, being relevant for some contexts to adapt.

When distributors like myself stumble across some need for customization 
it off course makes sense to make you aware of it. (for Debian I already 
separate "global" patches (i.e. possibly relevant for you upstream) and 
local adjustments (i.e. only needed for Debian Policy, my packaging 
style or similar).

 From the top of my head, I can imagine the following packages that would 
be nice to have such INSTALL hint (yes, I should file bugreports about 
each of them - just mentioning here out of laziness and perhaps give a 
more clear idea of the concept):

  * Browse: Homepage
  * Browse: Proxy settings (e.g. Debian should *disable* any tweaks!)
  * sugar-toolkit: default Jabber server
