Sounds to me like it's for deployers, people looking to make derivatives of SoaS. As Silbe said, there are tools for building new images with more activities.

On the other hand, it would be useful to have an "all inclusive" version of SoaS for "instant-on" usage of the system. Or, better, to have it be incredibly easy to download from ASLO activities that have been tested and QAd, and to have these activities widely promoted on the page.
