I would suggest that OER materials are much more in line with
the sugar philosophy. See http://openlearn.open.ac.uk/ for
one particularly well done repository (using moodle for its tecnology,
beating it into shape to do duty as an OER repo), this
http://delicious.com/popular/oer is a nice starting point for discovery
and http://oerwiki.iiep-unesco.org/index.php?title=Main_Page for
a policy perspective.
