 With sugar-jhbuild the lack of consistency for single location for
 installing activities (ideally should all be in ~/Activities) and lack of
 permission when placed elsewhere by distros (e.g. SoaS), making a future,
 reliably working, software update control panel module/process will be
 difficult and a likely failure.

 For example, when running the sugar update currently in sugar-jhbuild, it
 has no idea about the current activities sugar-jhbuild has already built
 in it's own directory structure and will attempt to download old versions.
