 bitfrost.update.actutils is clearly present in the GIT tree:

 http://dev.laptop.org/git/users/cscott/sugar-update-
 control/tree/bitfrost/update

 So, I think the RPM has been mispackaged, and needs to be remade with all
 of the files in.
