Comment:

 I'm not sure about this one. In distributions like Soas or XO it makes
 more sense to just distribute everything as .xo rather than introducing
 another codepath. For the "install Sugar on my distribution" case, I'm not
 really sure what's better.

 I suggest we delay implementing this until we have a stronger idea of
 where distributors are going with xo vs rpm, perhaps we should even wait
 to have them request the feature.
