[Systems] Translation Portal Certificate is Expired

The built-in histogram[0] has 400+ downloads everyday, possibly due to 
the advent of GSoC. I have seen many issues on GitHub were GSoC students 
download and use activities from activities.sugarlabs.org. On average, 
350-400 page visits every day, which is not too less.
