[Systems] Translation Portal Certificate is Expired

The best I can think to do about activities.sugarlabs.org is to put it
int a PHP 5 docker container and deploy into a FSF server. I am not sure
if we should overload sunjammer for this, but it would be nice if we
could get another VM from FSF (with limited users on the new VM).
Sunjammer has a lot of inactive users, and I feel it might not be good
to keep some important services like activities, translate on sunjammer.
Either way, it will do good, because we can then get rid of the Ubuntu
14.04 VM from Justice!
