[Systems] Matrix channel for the sysadmins

I did see the mail.  I've almost given up on community defragmentation
efforts.  If the two of you want to grab a room, go ahead.  ;-)  I had
only recently heard about and joined the Hangouts group; it was one of
those secrets well kept.
