[Systems] new mailing list to be called sugarlabs-vote for member's list maintenance

Good day Systems team!

I hereby request the creation of a new mailing list to be called
sugarlabs-vote with the purpose of maintaining the official Sugar Labs
member's list.

As a reference this procedure has been suggested
<http://meeting.sugarlabs.org/sugar-meeting/2016-08-05> by Dave Crossland
and will managed by the Election's and Membership Committee.
