[Systems] activities.sugarlabs.org not accepting Words-22.xo, gives 400

When uploading Words-22.xo, no message appears.  The page does not
change.

Firefox Web Developer Tools shows server headers are "400 Bad
Request", and the response body contains "There are errors in this
form. Please correct them and resubmit."  The response also has a meta
http-equiv to refresh the page.

I don't know what the cause is.  License is correct in activity.info.

Any ideas?
