[Systems] Request for Helios container

Hi Dave,

The service is available at https://vote.sugarlabs.org. Helios only works
with Oauth2. I have configured Google and Facebook for us. I also had to
tweak the code because facebook auth wasn't working. I put the changes in
our repo: https://github.com/sugarlabs-infra/helios-server

Now you can register to the app and tell me if everything is ok. I did a
quick tour and it was working fine.

I still have to document this (for the systems team). It is quite
interesting the architecture behind it. I've used docker-compose and for
the first time we are using a database in a container (using data only
containers). We are also limiting resources using the docker-compose config
file (similar to container.yml).
