[Systems] Mailmain configuration

Hi

It seems weird to me that when I click reply, I only email the author of
the email I'm replying to, off list; and if I click reply-to-all, all the
previous authors in the thread are CC'd along with the list, and the
primary recipient is the immediately upstream author.

Code developers on sugar-devel@ are having to read all this stuff because
of the current configuration of mailman.

People often don't know how to reply-all, so their replies are going off
list with the current config.

People don't know how to eliminate duplicate mails, and are pestered by
duplicate emails with the current config.
