[Systems] Mailmain configuration

My vote is against.  Reply-to munging is a technical attempt to solve
a social and training problem.

The underlying problems are;

- several mailing lists with slight overlap of interested members,
  (why are code developers on sugar-devel@ having to read all this
  stuff?)

- people often don't know how to reply-all,

- people don't know how to eliminate duplicate mails.
