[Systems] Trimming TRAC_ADMINs

Yeah good point.  They seem just to be able to change like the look and the
list of versions...  They can also view the user info and grant others
permissions.  All sort of normal stuff, but probably ok to undo.

However, they might be able to grant themselves the REPORT_SQL_VIEW
permission, which looks like it lets them run sql on the server.
