[Systems] Trimming TRAC_ADMINs

Hi All,

I was looking at trac and noticing how many admins we have.  Maybe we
should bump down their permission levels, since not all of them appear to
be active:

*  RafaelOrtiz
*  dnavaez
*  mchua  - who are they?
*  aa  - who are they?
*  erikos  - is he active?

Do you know any of them?  I'll just disable their admin access otherwise?
