[Systems] Local Labs Wiki

Hi All,

A while ago I went through with the wiki upgrade to mediawiki 1.24.

It appears to have broken the themes on the local labs wikis.  As noted on
the wiki home page [1], we now need to "require_once" the themes in the
config.  I did this in the "LocalSettings.php" for the main wiki but should
have moved this to a shared config file.

I'm not 100% sure where such a file would be.
