[Systems] Spam on cl.sugarlabs.org

We sponsoreed a cleanup of the somosazucar wiki during Google Code In
(see attached whitelist).

Given the modest levels of development and the challenge of spam and
maintaining a fight against it, I think that the best idea would be to
create sub-sections on the main SL wiki for Chile and Peru and
eliminate thenm as separate instances.  They can benefit from the
general wiki-defenses and anti vandalism and still create a useful
collection of information.  The only down-side is less "brand
identity", which seems a small price to surrender for function and
less overhead.
