[Systems] Mediawiki 1.18.1 on wiki.sugarlabs.org

At long last, I've upgraded our production Wiki to MW 1.18.1 and enabled
the TimedMediaHandler extension.

I'm still not convinced about the WikiEditor. Please test it in the
wiki-devel and report back.
