That particular message is the registration confirmation e-mail and should
be sent once when creating a new account.
It will take some digging to find this user in the Pootle "User" admin
interface (it's not searchable, just pageable), but I don't see how (in the
normal course of events) that should be triggering an e-mail flood, unless
something unsavory like automated sock-puppet registration is being
attempted, but I haven't seen anything that makes me suspect that.
