[Systems] IPv6 broken on build slaves (bender) again

Hi!

IPv6 is broken for the build slaves on bender again. strace shows radvd
sends advertisements, but tcpdump doesn't show them. The output of
ip6tables-save looks a bit suspicious; maybe someone could take a look
at it (I don't know what the reasoning behind those rules was)?
